The chosen site is located in Seine-Saint-Denis, the poorest department in mainland France (28.4% poverty rate in 2018, INSEE data). This high concentration of low-income households is largely due to its close proximity to Paris: with a dense and well-connected transport network, many residents of the department commute daily to the capital. Among them are workers in precarious, low-skilled jobs, as well as a young and dynamic population. The area thus plays a supporting role for Paris, with a significant portion of its residents contributing to the economic, social, and cultural life of the capital, while also serving as a major residential hub for the city. The blue significate the density of poor population.
